Joe joined RPA in 2013 after working as the Director/Chief Life Safety Officer at Kaleida Health, where he worked to develop and manage utility and life safety management programs. In his previous role, Joe was responsible for survey preparation for the environment of care/physical environment, safety regulations, code compliance, and construction/renovation drawing reviews.
Joe brings to the firm more than 34 years of healthcare experience with a highly skilled technical background, augmenting his experience in life safety management and facility operations. His experience also includes a deep understanding of the function of committee work and process development in healthcare settings, along with expertise in meeting and exceeding Joint Commission Environment of Care standards, National Integrated Accreditation for Healthcare Organizations (NIAHO) accreditation requirements, ISO 9001 quality management system, and other important quality ideals.
Experienced working with the entire spectrum of healthcare-related occupancies, including large academic medical centers, ambulatory surgery centers, and medical office buildings, Joe has participated in numerous surveys conducted by The Centers for Medicare & Medicaid Services (CMS), The Joint Commission (TJC), Det Norske Veritas Healthcare, Inc. (DNV) and various state and local Authorities Having Jurisdiction (AHJ). Joe is able to provide realistic consultation and solutions relative to survey preparation, facility tours, documentation review, management of deficiencies, and post-survey follow up (including remediation-plan implementation and report development).
Joe is a Certified Healthcare Facility Manager (CHFM) and Certified Fire Protection Specialist (CFPS), with additional certification in universal refrigerants and licensure as a Chief Stationary Engineer. He is also a member of the National Fire Protection Agency (NFPA), the American Society for Healthcare Engineering (ASHE) and the Western New York Society of Healthcare Engineers (WNYSHE). He holds a Bachelor of Science degree in Vocational Technical Education from SUNY College at Buffalo and serves RPA clients out of our Rochester, NY office.
