The Emergency Operations Plan (EOP) improves an organization’s ability to prepare for, respond to and recover from disasters, thus, enabling healthcare institutions to maintain an optimal standard of care during a crisis. Russell Phillips & Associates has been involved with multiple disasters throughout the country, in a hands-on support level as well as a post-disaster research capacity.
Disasters in the healthcare environment illustrate the urgent need for effective healthcare EOPs accompanied by leadership, management and staff training/exercises to implement these plans. Agencies such as the Centers for Medicare and Medicaid Services (CMS), the State Departments of Health, The Joint Commission, the National Fire Protection Association (NFPA) and the Occupational Safety & Health Administration (OSHA) are designing standards and/or surveying to ensure that healthcare facilities have updated their procedures and training based on lessons learned.
Our objective is to provide clients with Emergency Management Plans and EOPs that meet regulatory and accreditation requirements, address current best practices and take into account the available resources of the healthcare organization or system.
There are five primary areas that we assess, implement and monitor when working with our clients:
- Hazard Vulnerability Analysis (HVA) and Mitigation Plan
- Infrastructure and specific disaster response plans for the following areas:
- Healthcare Incident Command System (HICS) or other Incident Command System (ICS) model
- Full Building Evacuation plan (Full Building Evacuation PDF)
- Individual Disaster Responses (Hostage Situation, Loss of Emergency Power, Loss of Water, etc.)
- Recovery Plan / Continuity of Operations Plan (COOP)
- 96 hours of self-sustainability – what do you do if you can’t achieve this?
- Leadership and staff training on key components of the plan
- Plan testing (via tabletop exercises, mini-departmental exercises, Section Chief exercises and functional exercises).
The support programs we offer include:
- An Emergency Management Plan/EOP assessment for individual facilities and health systems.
- A Hazard Vulnerability Analysis.
- Customization of the Hospital Incident Command System (HICS).
- Design of necessary site-specific procedures and processes.
- Design of a Full Building Evacuation (FBE) plan including: patient preparation/packaging, vertical/horizontal evacuation routes, patient tracking, customized training and exercises.
- Leadership and management training on incident command, full building evacuation and overall emergency operations.
- Staff train-the-trainer program or full-staff training on the facility-specific Emergency Management Plan / EOP.
- Recovery Plan and COOP design support.
- Annual services include: a spot check assessment, updates to management on standards changes that impact the facility, and validation of compliance through a disaster exercise, hot wash/critique and After Action Report.
