Emergency Management Programs
The Emergency Management Program improves an organization's ability to prepare for, respond to, and recover from disasters; thus, enabling healthcare institutions to maintain an effective level of care during a crisis. Russell Phillips & Associates has been involved with multiple disasters throughout the country, in a hands-on support level as well as a post-disaster research capacity.
These disasters point out the need for effective healthcare emergency management plans accompanied by leadership, management and staff training/drilling to implement these plans. Agencies such as the Centers for Medicare and Medicaid Services (CMS), the State Departments of Health, the Joint Commission on Accreditation of Healthcare Organizations (JCAHO), the National Fire Protection Association (NFPA) and the Occupational Safety & Health Administration (OSHA), are designing standards and/or checking to ensure that healthcare facilities have updated their procedures and training based on lessons learned.
Our objective is to provide clients with emergency management plans that meet regulatory and accreditation requirements, address current best practices, and take into account the available resources of the healthcare organization or system.
There are five primary areas that we assess, implement, and monitor when working with our clients:
- Hazard Vulnerability Analysis (HVA) and Mitigation Plan
- Response: The Infrastructure and specific Disaster Response plans for the following areas:
- Hospital Emergency Incident Command System (HEICS) or compatible Incident Command System (ICS)
- Full Building Evacuation System
- Individual Disaster Responses (Decontamination, Terrorism, Loss of Central Services, etc.)
- Recovery Plan
- Leadership and staff training on key components of the plan.
- Plan testing (via tabletop exercises, mini-departmental exercises, Section Chief exercises and live drills).
